تم انشاء المهرجان فى سنة1992وقد ظل مستمر الى الان هو عبارة عن مهرجان مسرحى يقدم من خلاله الاعمال المسرحية لفرق الهواة على مستوى الجمهورية وبعض الفرق العربية ويقوم بتحكيمه نخبة من نقادالمسرح
كما يقوم المهرجان بعمل نشرة يومية لتغطية وقائع المهرجان ومناقشة العروض مناقشة نقديةكما يقوم المهرجان على تكريم رموز الفن والثقافة
مما اثروا الحياة الفنية والثقافية داخل وخارج مصر
ومن خلال المهرجان يتم التفاعل النقدي بين جموع الفنانين والجمهور المتذوق والجمهور العادي للعملية الفنية والثقافية المطروحة من خلال الأعمال المسرحية
كما انه يقوم على إتاحة الفرص لبعض العروض المسرحية التي لا تجد أماكن عروض لها للعرض كما يتم احتكاك الفنانين بجمهور مختلف
مما ينعكس على شتى جوانب العرض من (تمثيل وإخراج وديكور وموسيقى وإضاءة)
- ومن خلالة يتم تبادل الخبرات الفنيةوالثقافية كما يتم تعارف وانشاء صداقات بين العاملين بالفن داخل وخارج مصر
